No.  Institutions perform "work" through norms, rules, and regulations.

Take US poverty. One of the reasons that images of black poverty are  
so pervasive is not simply because of racism (either on behalf of  
journalists, editors, consumers, or through hypersegregation of urban  
space)...but because poor neighborhoods in urban space is much closer  
to news agencies.  News agencies want to cut costs in order to  
increase profit margins...so when they have a poverty story they send  
folks to the neighborhood across the street, rather than the one an  
hour away.

When photojournalists in these spaces set up shots they do so not  
only based on their own idiosyncracies, but based on a reservoir of  
shots (housed by the press) that they've seen others take...in order  
to cut down on costs.

Now there are ways for individuals to intervene into this process.  
And some media agencies work differently than others.

But even in attempting to restore our agency as actors, we cannot  
ignore the role of institutions and processes.
