I am not especially familiar with the original book but my understanding

is that these types of sayings are based on the words of St Matthew's 
gospel (Ch 25) which says words to this effect:
"the ultimate assessment of the life of each of us depends upon how we 
have treated the most vulnerable and disadvantaged of our fellows ... 
those in need of food, drink and clothes; the sick; the imprisoned; and 
the homeless."

There is another version of the saying which Michael cites below - that 
the marker of a good society is the way it takes care of its sick and 
suffering.
