Thank you for this excellent tobacco industry denormalisation web-site
(www.stupid.ca). Tobacco industry denormalisation programs are well
recognised and have been shown to be effctive in decreasing smoking rates
amongst youth.

This web-site was brought to my attention by the Social Determinents of
Health listserv. One point brought up on the listserv was that the
web-site may inadvertently lead to victim-blaming, an unfortunate
paradoxical effect of public health prevention programs. I understand the
viewpoint of subscribers to this listserv. It seems the problem may stem
from the focus on the 'stupid' theme. Although your intention is to point
out that the tobacco industry should be the one to blame (not the victim),
youngsters who may view the web-site may incorrectly misinterpret the
message and think that they themselves are being told they are stupid.

I completely agree that smoking prevention programs should focus on tobacco
industry denormalisation. Unfortunately, it is very difficult to get young
kids to understand that the tobacco industry plays a large role in getting
them to start smoking. This message may be even harder to get accross in
kids who are disadvantaged and at even higher risk of smoking. It does not
help that children do not necessarily understand complicated concepts in
the same way that adults do.

You may wish to consider the advice of members of this listserv. Tobacco
industry denormalisation is important, but it may be risky to use of a
theme that may unexpectedly blame the individual, rather than the industry
itself. One solution is to search for some other theme, such as 'Truth'
which is also used by other tobacco industry denormalisation programs.

I hope you and your team find this information helpful. If I can ever be
of assistance, please do not hesitate,
