ANNOUNCEMENT


   The IRPP is pleased to  announce the appointment of Jackson  Wightman as
   communications director.   A graduate of Mount Allison University and
   Carleton University, Mr.  Wightman is responsible for all day-to-day
   aspects of media relations and  contributes to the long-term strategic
   vision of IRPP’s communications and  outreach strategy.


RECENT PUBLICATIONS


   Federal Budget.   In “Accountability and  Federalism in the Era of
   Federal Surpluses: The Paul Martin Legacy, Part II,”  Thomas J.
   Courchene urges the new  government to bring more accountability to the
   budget process and address  fiscal tensions between Ottawa and the
   provinces.

   Refugee Policy.  In  “Controlling Irregular Migration in Canada:
   Reconciling Security Concerns with  Human Rights Protection,” François
   Crépeau and Delphine Nakache  argue that security certificates and other
   “deterrent and repressive measures”  designed to enhance national
   security are severely eroding the rights of  foreigners enshrined in
   international and Canadian law.
