you might check out some of the Better Beginnings, Better Futures research on demonstration projects results for Ontario - lead on research was from Queens sociology dept.

Subject: [SDOH] Reaching the 'hard to reach' population

Hello All,
I'm wondering if anyone has done any research on how community agencies
can connect with the hard to reach, isolated population.  The Early
Years Action Group is planning a half day workshop here in Toronto for
front line staff trying to encourage parents with children 0-6 to come
out to their programs.  This seems to be an issue for not only this
group but the majority of us working in communities.
Is there any leader or a dynamic speaker who has the answer??? or for
that matter is asking the right questions???  The current thoughts are
that you need to look at building trust and relationships, going to
where these people are, offering relevant programs, addressing barriers
like childcare, transportation etc but I'm wondering if there is anyone
who has put all these pieces together?  
If you could suggest anyone or any relevant research that would be most
appreciated.
