I'm currently using Actor Network Theory to describe the evolution of the research-practice relationship in the Cancer Council of Victoria, focusing on the tobacco control agenda. The attached document by Nigel Gray is an excellent example of both the non-linear, iterative nature of policy development, but also, consistent with ANT, it really highlights the way actors have to simultaneously play multiple roles in order to access resources and make sure that research results are translated into practice. It is worth noting that one of ANT's most basic assumptions is that it is counter-productive to analyse a set of relationships into system (we) and environment (it/them) - it does not privilege any variables in the definition of the causal chain. So, while it rejects linear diffusion models of policy innovation, it also rejets S-E models.

Does it really, knowing that the 'stage' model is inaccurate / based on false assumptions about the policy process? Do you really think that the "measurement" of a problem is at the beginning of a policy process? Or else, do most researchers start to measure when they get their funding from CIHR and/or governmental agencies, who have considered the problem important enough to open a competition and grant some $$$ in the first place ??? There is no such "beginning" of a process, followed by subsequent 'stages'. The process is iterative.
