Colleagues:

I fought very hard to have Trudeau implement a universal early education and childcare program leading up to the 2015 election. In the end, the Liberals pivoted to a fatter version of the Conservatives’ UCCB. It did nothing to improve childcare quality, affordability or spaces. But on the election trail, Trudeau is saying the UCCB is lifting families out of poverty. I am investigating this in the context of whether it did or not, based on how poverty was measured or other variables.

Can anyone help?
