The Ottawa Charter on Health Promotion was presented at the 1st
International Conference on Health Promotion in 1986 in Ottawa, Canada.
It is a remarkably concise and forward looking document that take a
structural approach to health. Sadly, many health promoters -- especially
in North America -- have ignored its structural emphasis and focused on
behavioural change and community organization at the expense of
system-level issues.
It is virtually unknown in the USA.
