In Toronto, I would link it directly to he "Common Sense Revolution" - an
insidious neo-liberal policy platform of the mid- 1990s Mike Harris
Conservative provincial government.  Cutbacks to social programs, the
downloading of others onto cash-strapped municipalities, and an appalling
rollback of 22% to already ridiculously low social assistance payments
created the situation we see today.  In that brief period of time, I would
argue that Toronto, in particular, changed considerably re: homelessness.
Others on this forum who are Toronto-based may have additional ideas.

literature review on homelessness that includes a very comprehensive
bibliography.

I am putting together a small literature review on existing academic and
other 
research on the health status of homeless people in Canada. I am looking for

studies that are comprehensive and might be comparable to the type of
community 
health surveys undertaken by government agenices.

As far as I know, the 1992 'Street Health Report' 
<http://www.tdrc.net/HealthRpt_sec01.pdf>, for Toronto, is the only report 
of this kind. I am wondering if anyone knows of any similar reports,
published 
or unpublished, that have been created in other parts of the country? 

If so, can you please pass on any information you have about them, including

any contact people you may know about or information on how we can get a
hold 
of the report?
