Dear Editor:

I could have saved industrialist Roger Phillips $1 million of his
hard-earned money that he donated to the C.D. Howe Institute to establish a
permanent social policy research program to answer why people are poor in
Canada (Toronto Star, New take on role of think-tanks, June 9,
http://tinyurl.com/oosuk ).  Data and analyses from the Organization of
Economic Cooperation and Development and the Innocenti Research Centre in
Florence conclude that people are poor in Canada because among the 20
wealthy industrialized nations of the Organization of Economic Cooperation
and Development, Canada
- has one of the highest percentage of low-paid workers;
- is one of the lowest spenders on job training and other labour supports;
- has one of the lowest unionization and collective agreement coverage
rate;
- is one of the lowest providers of unemployment replacement benefits and
social assistance;
- is one of the lowest spenders of children and families;
- has an electoral system that minimzes the influence of "left" political
parties; and
- its political economy does little to balance the power of major
corporations and the business sector against the needs of workers and
ordinary Canadians.

Now, can I get some of the $1 million?
