Hi folks-- just to complicate this [and I could wax long on the regulation 
of plastic surgery and of private for profit clinics after all our work on 
breast implants]
there are 2 types of plastic surgery /treatments -- that which is funded 
through medicare [ie "necessary"] and that undertaken in private for profit 
clinics -- and there is a need to differentiate between plastic surgery 
done by plastic surgeons and that done by MDs of various persuasions. On 
top of this some treatments are used for other issues eg botox is also used 
in chronic pain management. billings, fees, place all needs to be sorted 
out here.   I think only urologists are doing penis implants but could be 
wrong...
the College might be willing to discuss this but I think this will require 
case study sleuthing..
