You're right. One of the main agendas of EBM, EBP is to shift analysis away from the social.

Dear Colleagues,
In the course of work on a paper on "policy space" for the Commission on
Social Determinants of Health, a very interesting point has come up having
to do with how the current vogue for "evidence-based" health policy may tend
to create a bias in favour of individualized remedies rather than collective
choices or changes in social policy. If anyone on the list is aware of
solid academic work (i.e., not just polemic) on this point, I would very
much appreciate the citation or link. Please feel free to reply off-list if
you prefer.
