You may want to try Cornell and Kalt's work:

Cornell and Kalt JP (2003) Alaska Native Self-Government: What Works?  
Boston: Harvard Project on American Indian Development.

They have shown that the more firewalls exist between political and  
economic processes, the better off communities are economically.

I don't think they directly tackle health though.

In terms of 'proof,' I have only come across Chandler and Lalonde as  
well, but I do know that the Centre for Aboriginal Health Research at  
the University of Manitoba is testing this very question. You may want  
to contact them, as they will have the most up to date info.
