Lindsey,
        I would concur with Carlos. Judicious use of fluorides as public health measures may reduce the impact of poor dietary choices and environment at the population level -- absent problems in exposure to the media used to disseminate fluoride, of course. Sometimes the population groups with the least access to traditional dental care are also those least likely to have access to fluoridated water supplies.
        Most epi figures over time have shown that public health fluoridation offsets about half of the caries experience. The question is what happens to the other half.
