Parliament's HUMA Committee (Human Resources and
Social Development) begins its study on a poverty plan
for Canada this Thursday, April 10th. There will be an
opening set of four meetings over the next two weeks
with the hearings resuming later in May (after the
Committee attends to other business) and then
continuing into the fall.
It's clear from all MPs in all parties the study is to
focus on solutions and strategies rather than be yet
another study on poverty.
The work plan adopted by the Committee, subject to
revisions, is as follows:
Part 1 - An Overview of Poverty in Canada (3 to 4
meetings)
A. Profile of poverty and its measurements
B. Underlying factors contributing to poverty
C. Social and economic costs of poverty
Part 2 - Review of Poverty Reduction Strategies in
Canada and Other Countries (2 to 4 meetings)
Hear witnesses from Ireland, United Kingdom, European
Union, European Anti Poverty Network, The Economic and
Social Research Institute, Quebec and Newfoundland &
Labrador officials
Part 3 - The Federal Contribution to a
Poverty-Reduction Strategy (6 to 10 meetings)
Review of Existing Federal Initiatives to Reduce
Poverty,
The Role of the Federal Government in a Strategy to
Reduce Poverty (Canada's international obligations,
tools, timelines, targets)
Groups Most at Risk
Measuring Progress
Costs and Sources of Funding for Federal Provincial
Initiatives
Witnesses
Stakeholders could be invited to discuss the above
questions and present the Committee with their view of
what the federal government should do to reduce
poverty in Canada and whether the government should
adopt a national anti-poverty strategy with clear
targets and goals. MPs want witnesses to focus on
recommendations for solutions and strategies rather
than on the fact of poverty.
As with all hearings, organizations or individuals
have the option of submitting a written brief only or
asking to appear as a witness. MPs have already
submitted over 30 prospective organizations or
individuals known for their national or regional work
on poverty reduction. MPs will make the final decision
on which witnesses appear as the study progresses. If
you wish to appear and want to know whether your name
has been submitted as of today, Tuesday, April 8, you

Televised Hearings/Reading Testimony
It is the hope to have as much of the HUMA committee
poverty plan hearings televised. It was too late to
secure the necessary room for this Thursday, April
10th meeting but it appears that next week's meetings,
Tuesday, April 15th, 9:00 a.m.-11:00 a.m, and
Thursday, April 17th, 9:00 a.m.-11:00 a.m., will be
televised on Parliamentary Channels. If a meeting is

Le Comité des ressources humaines et du développement
social du Parlement commence son étude sur un plan de
lutte contre la pauvreté ce jeudi 10 avril. Les quatre
premières audiences se tiendront dans les deux
semaines qui viennent puis, après que le Comité se
sera occupé d'autres dossiers, les audiences
reprendront à la fin de mai pour se poursuivre à
l'automne.
D'après les députés de tous les partis, l'étude doit
traiter surtout des solutions et des stratégies à
adopter au lieu de n'être qu'une autre étude sur la
pauvreté.
Voici le plan de travail adopté par le Comité (sous
réserve demodifications) :
Partie 1 - Survol de la pauvreté au Canada (3 à 4
réunions)
A. Le profil et les mesures de la pauvreté
B. Les facteurs sous-jacents à la pauvreté
C. Les coûts sociaux et économiques de la pauvreté
Partie 2 - Examen des stratégies de réduction de la
pauvreté au Canada et ailleurs (2 à 4 réunions)
Le Comité entendra des témoins d'Irlande, du
Royaume-Uni, de l'Union européenne, du Réseau européen
des associations de lutte contre la pauvreté et
l'exclusion sociale, du Economic and Social Research
Institute et de fonctionnaires du Québec et de
Terre-Neuve-et-Labrador.
Partie 3 - La contribution fédérale à la réduction de
la pauvreté (6 à 10 réunions)
Examen des initiatives fédérales existantes de lutte
contre la pauvreté
Rôle du gouvernement fédéral dans une stratégie de
réduction de la pauvreté (obligations internationales
du Canada, outils, délais d'exécution, cibles)
Groupes les plus à risque
Comment mesurer les progrès
Coûts et sources de financement des initiatives
fédérales-provinciales

Le Comité invitera des intervenants à venir discuter
avec lui des questions susmentionnées et lui présenter
leurs vues sur ce que le gouvernement fédéral devrait
faire pour réduire la pauvreté au Canada et sur le
point de savoir s'il devrait adopter une stratégie
nationale de lutte contre la pauvreté assortie de
cibles et d'objectifs clairs. Les députés veulent que
les témoins se concentrent sur les solutions et les
stratégies à recommander plutôt que sur le fait même
de la pauvreté.
Comme toujours, les groupes ou les particuliers
peuvent ou bien présenter un mémoire ou bien demander
à témoigner de vive voix. Les députés ont déjà proposé
comme témoins plus de 30 groupes ou particuliers
connus pour leur travail national ou régional de lutte
contre la pauvreté. Ce sont les députés qui décideront
des témoins à convoquer à mesure que progresse

Audiences télévisées/Lecture des témoignages
Le Comité aimerait téléviser ses audiences sur le plan
de lutte contre la pauvreté autant que possible. Il
était trop tard pour obtenir la salle équipée à cette
fin pour la réunion du jeudi 10 avril, mais les
réunions de la semaine prochaine, celle du mardi 15
