New York City ignored infrastructure for decades.
It has rediscovered teachers, police, counselors, schools, etc. There are
also major public, private, and Christian ministry efforts and combinations
that have been developed.
Takes a few years of patient waiting but improvements in this area and 4th
safest place in US, way up from the cellars.
However there are generations still there who are functionally illiterate
but have a high school degree. Far too little and too late but the task has
begun and the efforts have been earlier and earlier.
