I am working on a committee on the development and implantation of a
program assessment (evaluation) in a regional public health and social
welfare organization.  Our group would benefit greatly from any
commentary from anyone with experience in public health program
evaluation: definition of the concepts, methods and steps of the
setting up of a evaluation program, pertinent literature on the
topic,...

We would be particularly interested in information about the
organizational and operational context of a program evaluation in
a rationalization plan (new approaches to delivering health care
services, health education and health promotion).
