Today, November 15th the Canadian Government has said that the Canadian
efforts in Zaire will cost about 3 million dollars a month (earlier rumors
of 4 million a day were incorrect) and will total about $100 million to be
paid for out of the Defense budget. Earlier reports had the funds coming
from Canada's official development assistance (CIDA) budget. These are
good news in that they direct military funds to humanitarian uses and do
not have the military billing Canada's aid budget for work in Zaire.

Further good news from Zaire is that the refugees and others in the camps
have started a trek back to Zaire on their own. This means that the
Canadian forces do not have to confront the armed groups who were keeping
refugees from moving back of their own accord. They can focus more on the
provision of food and health support.
