Irv,

this is a cynical comment, of course, but if policy-makers refer to
the term of *learning community* they may be interested in shifting
responsibilities from their side onto the shoulders of the people.

By the way, I haven't heard this term before and I'm trying to be as
update as possible. The only source I can think of is Ivan Illich
because this term would fit into his philosophy of humane grassroots
revolution. However, I'm not sure whether he uses it.
