Strong social capital affects social

                  OTTAWA ON?The single most important variable in
                  determining the social well-being of a society is its
quality
                  of government, according to a professor of economics.

                  John Helliwell was the first keynote speaker for Family
                  Service Canada's national conference on social capital
                  held in Ottawa this week. He presented his findings to a
                  packed, attentive room. Helliwell said it is important to

                  just throw up one's hands if a government is not meeting
                  expectations, especially on a social level. "Get in there
                  and do something about developing" the sorts of
                  supports families and communities need, he says.
