FROM THE MANUAL:

"As a concept, health promotion encourages people to look at
the behaviours of individuals and beyond to the larger
structural issues which affect the health of everyone.
Medication misuse does not occur suddenly in later years.
Rather, it is an outcome of a system which encourages
individualized medical responses to a range of issues, and
which promotes a passive role for consumers for services."
