Governments should support health promotion by reducing
economic and resource inequalities, providing for sound
social welfare policies, and reducing the power of the
corporate elite.  Sadly, this is seldom seen in North
America, but as pointed out repeatedly by Linda McQuaig, is
still the norm in Northern Europe.

And they should continue to fund all the programs that deal
with the problems being caused by their not doing the above.
