Hello All: this is the text of my response to Debbie Bang's message, which
was originally posted to me specifically (and to which I responded to her
only). Since the text of her message is now "broadcast", I thought I had
better do the same.

Hi Debbie: wouldn't you like to post your message to the CLICK4HP listserv
rather than only to me - I think you make a number of points that enrich
the discussion.

When I refer to structural change uncoupled from a focus on behaviour
change, I'm thinking about income distribution policies or full employment
policies for example or other measures that mitigate against some of the
more unfortunate consequences of "the market" (capitalism, globalization of
capital)
