On Tuesday October 12th, Madame Huguette Labelle, President of the
Canadian International Development Agency (CIDA) addressed the Third
Canadian Conference on International Health.

On the occasion of her talk CIDA released an 18 page document STRATEGY FOR
HEALTH which, in a covering letter by the Honourable Don Boudria, the
Minister for International Cooperation states:

"This Strategy for Health will enable us to strengthen out programming for
basic human needs, one of the six programming priorities of Canadian
official development assistance (ODA)." He goes on to mention that the
government statement on foreign policy CANADA in the WORLD (Feb. 1995)
says Canada will commit 25% of ODA to basic needs as a means of enhancing
its focus on addressing the security of the individual.

The STRATEGY FOR HEALTH document should be available on CIDA's Internet
site at URL http://www.acdi-cida.gc.ca but as of Wednesday the 13th there
was no evidence of it on the site. Stay tuned... or in browser mode.

Also, on the sameday Canada has pledged troops to humanitarian activities
in Zaire and will be charging the approximately $4 million dollars a day
to the CIDA budget - and most likely count it as part of its 25%
commitment "..as a means of enhancing its focus on addressing the security
of the individual.

We hope to have one or more critical evaluations of the Strategy for
Health document posted to CANCHID in the next few days.
