                               UCLA

           Strategic Planning and Operations Management of
                   the Health Care Delivery System

        Health care delivery systems are interesting because of their
multiple, competing objectives. Problems in this arena often have
political, social and economic overtones, as well as managerial and
technical aspects.  These value/priority conflicts cause countries to
make significant changes to their health care systems.  These changes
are driven by cost, quality, availability, accessibility, consumer choice,
technology, and fear of pain and death.  Many nations employ some elements
of managed care, managed competition, and global budgeting or implicit
price controls.  Each of these has important implications for management
and research.  Operations research and management science (OR/MS) will be
essential for improved rationalization of these systems.

        The need for, and use of, OR/MS in health care has a long,
extensive, and successful history.  In some cases where OR/MS has been
used, the work was a direct application of knowledge gained in other
areas of business.  In other cases, the unique aspects of health care
delivery has required the creation of new OR/MS solutions.
We present some of the many problems facing the delivery of health care
in an environment of multiple objectives and constrained resources.  For
these problems, OR approaches that have proven successful and/or
insightful will be discussed.

        William Pierskalla is the Anderson Professor and Dean of the
Anderson Graduate School of Management at UCLA.  He holds a BA in
economics and an MBA from Harvard, an MA in Mathematics from the
University of Pittsburgh and a MS in statistics and a PhD in operations
research from Stanford University.  His current research interests
include operations management, global competition, and the management of
health care delivery.  Dr. Pierskalla is a Past President of both the
International Federation of Operational Research Societies (IFORS) and
the Operations Research Society of America (ORSA).
