My name is Lutfi Pholoso Omar working for a non-governmental organisation
(NGO)trying to eradicate child illiteracy among out-of-school and
`overage' children in South Africa. Currently there are about 2 million
children between ages 9 and 15 years old that have nver been to school or
dropped out and are therefore out-of-school or `overage' children. For

Next year we will be starting a pilot program in partnership with the
Western Cape Education Department called the CIPP (Curriculum Innovation
Pilot Programme) to implement our program. The problem that I have is:
1. how do we show in database terms that our program is working ie.
- how can we show that children are learning better
- that teachers are teaching better
- that parental involvement in the child's learning is making a
difference?
What are the indicators and how does one put this on a computer system - I
read that the USAID developed a software program called SPESSA for
education indicators - do you have a copy of this as this could be a
useful guide.
