Job Posting:  Participatory Monitoring and Evaluation (PME) Officer

The PME Officer will implement a participatory monitoring and evaluation
strategy for the Yunnan Maternal and Child Health Project. This project,
for which the  University of Ottawa School of Nursing is the Canadian
Executing Agency, will be completed in March 2002. Duties of the PME
officer will include: preparing for and facilitating several workshops in
Canada and China for people working within the project from the grassroots
to senior management levels to further detail the PME strategy and
coordinate its implementation; research appropriate resources; collect and
analyze qualitative and quantitative data; prepare reports for the
University of Ottawa project management team and CIDA; coordinate
communication between Canada and China on monitoring and evaluation issues
and activities. This is a part-time contract position and starts immediately.

Qualifications:
*reports to the Project Director of the Yunnan (China) Maternal and Child
Health Project
*excellent understanding of the principles of participatory development and
community- based process for community development work in the South
*extensive knowledge of and demonstrated experience in applying
participatory monitoring and evaluation principles to development projects
*background in data collection and analysis for both qualitative and
quantitative data
*ability to prepare and conduct workshops for those working within the
health system on PME tools and application
*awareness of international health issues, maternal and child health
issues, familiarity with China and Chinese culture, ability to speak and/or
read Mandarin an asset
*familiarity with results-based management as applied within CIDA projects
*strong skills in facilitation, cross-cultural work and communication
*must be able to work for periods of up to several weeks in China in both
urban and remote rural settings
*enjoy working independently and as part of a core team environment

Minimum qualifications:
*Master`s level prepared in related field
*Minimum 5 years of experience with strong preference given to candidates
with relevant developing country experience
*Fluency in English
