The Canadian Public Health Association (CPHA) has been requested by the
Office of the Special Coordinator/Middle East Peace Process at the
Canadian
Department of Foreign Affairs and International Trade and the Middle
East
Initiatives Program at the International Development Research Centre, to
assemble the CVs of interested candidates to undertake a short-term
consultancy, to study the factors that impede access to hospital
services
for Palestinian refugees living in Lebanon, and to make recommendations
for
practical means to address this situation.

The Canadian consultant would be a member of a two-person
Italian/Canadian
mission to Lebanon.  The consultancy would likely take place in May or
June
1998, with at least a two-week field period.

The proposed study will investigate the medical/epidemiological needs of
the Palestinian refugee population for hospital services, the
availability,
quality and capacity of hospital services, and problems of access
(geographical, financial, administrative, legislative, infrastructural
issues, queuing time).

Candidates should hold a graduate degree in the health sciences and/or
health economics and/or health services planning and administration, be
fluent in either English and/or French, have previous experience in
carrying out related field-based studies, and possess good
inter-personal
communications skills.  The ability to communicate in Arabic is an
asset,
though not a requirement.  Preference will be given to Canadian citizens
and landed immigrants.
