David - in response to your question - in Ontario, there were several
health promotion demonstration sites begun around 1990 and all but two
involved the hiring of new staff.  Without the initative these positions
would not have been created.  However, with the end of the demonstration
phase, came also the end to most, if not all, of the jobs.Programs were
often sustained but not the infrastructure.  This element has now been
carried over to an already-existing structure who is working to preserve
their own jobs.

Another example would be the field of employee fitness/wellness where
many companies in this area of Ontario hire directly or contract through
a firm, staff to manage their wellness programs.  There are a few large
companies who provide these staff to others and many others who do so on
a one-to-one basis.
