CPAR is a non-profit, non-sectarian, charitable organization dedicated to
assisting vulnerable, low income people in the Third World, particularly in
Africa, in their efforts to achieve good health and sustainable development.

Position Summary

The Project Officer facilitates and provides support for the planning,
implementation and funding of CPAR's integrated health and sustainable
development work in Africa.

Responsibilities

1.      Monitoring reporting schedules, proposal deadlines and donor payment
schedules and assuring completion of documents for deadlines and payment
schedules.

2.      Collaborating on reports and proposals, reviewing and assuring that donor
requirements are met, advising Africa offices on how to strengthen projects
in this regard, assuring that CPAR approval processes are followed and
completed, submission to funders, negotiation with partners and funders and
revision as required.

3.      Monitoring project finances and supporting good financial management in
Country Program Offices.

4.      Keeping alert to new possibilities for project funding.  Developing and
maintaining national and international contacts with NGOs, international
organizations, institutional donors and individuals with expertise useful to
CPAR, as consultants or volunteers.

5.      Developing and maintaining national and international contacts with
individuals having expertise useful to CPAR, as consultants or volunteers.

6.      Helping to facilitate the deliberations of the International Program
Committee (IPC).

7.      Contributing to Program Evaluations, Annual Operational Plans and the
Strategic Plan.

8.      Maintaining project files and documents and contributing to the
information needs of the Canada Program, the IPC, the Board, and others as
required.

9.      Supervising student interns/assistants as required

10.     Other associated activities as required.

Qualifications

M.A. in a discipline related to CPAR's Programming (community planning,
primary health, resource management, etc.)

International experience, preferably in Africa

Project design, negotiation, implementation and financial monitoring
experience; skilled at tailoring projects to link community needs and donor
contribution categories and priorities.

Excellent English comprehension and writing skills

Ability to take initiative, to work independently, and to work in a team

Patience, maturity, sense of humour

Cross-cultural communication skills

Well organized, including good time management and priority setting abilities

Must be available to travel for periods no shorter than three weeks and for
up to three months per year.

Accountability:  This position reports to the Executive Director.

Remuneration:  This is a level 5 position, beginning at a salary of $30,000.00
