Third International Workshop on Participatory
Development to be Held in Ottawa

Mosaic.net International is organizing in Ottawa, Canada a Six-Day Workshop,
June 8-13, 1998, on Participatory Development:  Concepts, Tools and
Application in PRA Methods that will enhance awareness, knowledge or skills
in many of the following areas: using participation in project design and
evaluation; increasing participation of different interest groups or
stakeholders; learning & applying participation tools and community-based
research methods such as semi-structured interviewing, community mapping,
gender division of labour, institutional mapping, force-field analysis,
seasonal calendars, historical timelines, and more; organizational
development and capacity-building for your organization; community
development methods.

Two-day practice assignments in the community will enable participants to
master and improve the tools and approaches to participation, to help
participants interact more effectively with groups and/or the community.

The workshop is designed for international development practitioners, NGOs,
participatory action researchers and educators, policy, program and project
officers, and community activists.

Health and the Summit of the Americas
--------------------------------------------------------
Health will be one of the main topics at the Second Summit of the Americas,
an event that will bring together leaders of 34 countries in Santiago,
Chile, on April 18 and 19 to talk about perspectives for integration and
hemispheric cooperation.

The Pan American Health Organization (PAHO) is sponsoring a round table on
"Health Challenges in the 21st Century." Hillary Rodham Clinton will be the
main speaker and PAHO Director Dr. George A.O. Alleyne will be moderator.

PAHO, as regional coordinator, will present a report at the Summit
summarizing progress achieved toward the goals of the initiative, "Equitable
Access to Basic Health Services," in keeping with the Plan of Action adopted
at the summit of Miami in 1994. PAHO's Director will present the report on
the initiative and a proposal on health for consideration by the leaders as
part of the political declaration of the summit.

Dr. Alleyne, speaking to the group planning the summit, said, "The truth is
that there are still major problems in health that cry out for attention.
There are too many unacceptable differences in health status between and
within countries. Too many children still never live to see their first
birthday and will never be able to profit from the proposed educational
reforms. Women still die needlessly in childbirth and the health
differentials between the rich and the poor, the urban and rural communities
are unacceptable.  Cholera is still with us as an indication of our
environmental deficiencies. We estimate that about 300 million people of the
countries of Latin America and the Caribbean are threatened by diseases
transmitted through drinking water. These are diseases such as typhoid
fever, and a myriad of gastrointestinal infections," he said.

The health technology proposal includes a regional vaccine initiative to
address research, development, production and utilization of vaccines. This
initiative builds on the success of national immunization programs in the
Region, such as polio eradication and elimination of measles and neonatal
tetanus. This initiative would incorporate the thrust in our Region for
increased application of biotechnology.

A focus on health technology linking the Americas, he noted, "would include
our capacity to monitor the emergence of new diseases and the resurgence or
re-emergence of old ones that we had ignored. AIDS will not be the last
epidemic. The Ebola epidemic of Zaire frightened the world with the
realization that diseases can be rapidly transmitted through our modern
means of communication. We are now appreciating the magnitude of the problem
of tuberculosis -- an estimated 60,000 to 75,000 of our citizens in the
Americas died from this disease in 1995 and over 400,000 new cases occurred.
We cannot allow this to continue."

He added: "We must not forget the possibility of new technologies improving
our environmental health."  He went on to point out that "The initiative of
Health Technology Linking the Americas will improve health and thereby
reduce poverty, is politically viable, gives the possibility of
intersectoral and interagency collaboration and fosters the Pan American
approach."

review, implementation, and/or evaluation of health projects.  Languages:
Very good knowledge of English and Spanish.
