Western Hemisphere Ministers of Environment Meet at PAHO 
--------------------------------------------------------------------------    
Washington, September 17, 1998-Ministers of the environment of Latin 
America and the Caribbean and representatives of international  agencies 
are meeting today and tomorrow at the Pan American Health Organization. At 
the opening session, PAHO Director Dr. George A.O. Alleyne told
participants that "the division between global and local environmental 
concerns is becoming increasingly artificial," and that issues of human 
development and environmental protection are interlinked. 
     
Dr. Alleyne also stressed that interagency cooperation between 
PAHO, the Inter-American Development Bank, and the United Nations 
Development and Environmental Programs, the organizations that are 
sponsoring the forum, will be key in developing a collective approach 
to solving the most urgent environmental issues in the countries of 
the Americas as we end this millenium.
     
"Health and the environment share similar fates in institutional 
planning," he said, noting that the link between health and the 
environment has gained increased visibility in recent years through such 
issues as tourism development, a major source of economic  well-being to 
several countries in this Hemisphere. "It is unprofitable to consider 
natural resources untouchable and to be kept in their virgin state. Human 
capital depends upon their conversion," he said, noting at the same time 
that human development depends upon their protection and preservation. 
   
Discussions at the consultative forum will focus on three broad themes: 
institutional challenges in prioritizing environmental problems, innovative 
and successful environmental policy instruments,and strategies for 
environmental financing. Within these topics, participants are expected to 
discuss coordination of environmental activities with other sectors, such 
as agriculture, energy, and sanitation, the effect of governmental 
decentralization on  environmental problems, the importance of community 
education and participation in achieving environmental gains, the role of 
the private sector in environmental challenges and solutions, the 
development of quality environmental information systems, and human 
resources development. 
     

The Pan American Health Organization, which serves as the Regional 
Office for the Americas of the World Health Organization, will soon 
complete its 100th year of working with the countries of this 
Hemisphere to improve health and raise living standards.

Health Ministers from 35 Countries, Directors of PAHO, WHO 
to Meet in Washington September 21-25
     
WHO: Ministers of Health from all the countries of the Americas, plus
 
PAHO: Director Dr. George Alleyne and new WHO Director-General Dr.Gro 
Harlem Brudtland.

WHAT: 1998 Pan American Sanitary Conference of the Pan American Health 
Organization.

WHEN: Monday, Sept. 21 at 8:30 am. to Friday, Sept. 25     

WHERE: Pan American Health Organization, 525 23rd St. NW, (23rd St. At 
Virginia Ave), Washington. The meetings will be in Room A on the 2nd Floor.  
       
WHY: To bring together the member nations of the Organization, which  
includes all the Health Ministers from the  hemisphere, from Canada to the 
tip of South America, to solve regional issues affecting the health of all 
the people. 
     
AGENDA: Important items under consideration include: AIDS in the Americas, 
Health of older persons, health impact of El Niņo, vaccines and 
immunization, population and reproductive health, strategic orientations in 
health for 1999-2002, presentation of the new Health in the Americas 
report, and election of the Director of PAHO.
