PAHO Director Speaks Out Against Epidemic of Violence
--------------------------------------------------------
San Juan, Puerto Rico, March 17, 1998 - The director of
the Pan American Health Organization, Dr. George A.O.
Alleyne, called on the members of the Inter-American
Press Association today to work with the public health
community to rid the epidemic of violence from the
Hemisphere.

"The growth of violence and its effects on both mental
and physical health of individuals and populations have
now made it a genuine public health problem," Alleyne
said in remarks prepared for delivery.  "We start with
the thesis that much of the violence is preventable, and
the urgency to find effective preventive measures is
driven by the social effects of violence."

He added: "Health is critical for a good society. It is
a major contributor to human development and is
essential to other aspects of human development, such as
education and economic growth. Therefore, violence that
impairs health will consequently detract from a
country's potential for human development."

Dr. Alleyne announced that PAHO later this year would
convene a second Inter American Conference on Society,
Violence and Health, adding that he seeks "to promote an
inter-American commitment from the press to join
actively in the efforts to prevent the interpersonal
violence that impacts so negatively on health."

Dr. Alleyne said the media have a special interest in
violence from two vantage points. "First, the media are
concerned with their possible contribution to violence
in the society, and second with the possibility of
changing the public agenda in order to prevent or
control violence."

Likening violence to other learned behavior, the PAHO
Director pointed out that the media had played a
significant role in changing behavior linked to alcohol
related traffic accidents. "I have much faith in your
powers," he said, adding, "It is also up to the health
sector to engage the media, especially the gatekeepers,
in the kind of dialogue and debate that leads to more
sustained media attention."

The average homicide rate in the Western Hemisphere is
about 20 cases per 100,000, with the United States
ranking at about 10 to 100,000 and Colombia put at
somewhere around 80 to 100,000.

The Pan American Health Organization, known as PAHO,
serves as the regional office of the World Health
Organization and works with all the countries of the
Americas to improve the health and raise the living
standards of their peoples.

Argentina, Tenure: Two years, first year probationary
period, Division/Program/Office: Division of Health and
Environment (HEP).

Salary Information:  Basic Salary: $49,523 at single

Hardship/Mobility: $2,145 at single rate

MINIMUM REQUIREMENTS: Education:  Bachelor of science
degree in sanitary, environmental or civil engineering
or environmental sciences (biology or ecology), with a
Master's degree in public health, sanitary or
environmental engineering or environmental sciences
(biology or ecology).

Experience:  At national level:  Seven years of
progressively more responsible experience in national
institutions concerned with public health, management of
environmental health programs, evaluation and control of
environmental impact of development projects, and water
supply and sanitation projects in rural and urban areas
related to health and quality of life.  At international
level:  Two years of participation in technical
cooperation projects and activities for the development,
management and/or evaluation of environmental health
programs and/or water supply and sanitation in
developing countries of the Region.  Technical
cooperation experience in environmental pollution
control programs involving more than one country is
desirable.  Languages:  Very good knowledge of Spanish
with a working knowledge of English.
