Greetings,

In the past day, I have sent out three copies of the same message about
"Capacity Building and Community Development"; each time sending them
from my work e-mail.  A number of people have contacted me to indicate
that the messages were blank.  I tried different approaches of retyping
the message, of copying into plain text and sending test messages to
myself, before sending to the list.
Finally, I have decided that there must be a problem with our external
email system at OPC, which has experienced a number of problems in the
past 10 days.
I am sending this message from my home address, and ask that anyone who
is interested in reading the message about "defining the similarities
and differences of capacity building and community development" to

Three times is enough to repeat postings, especially when some people
have reported being able to read all three messages!!
