I am a Masters student doing research on Japanese AIDS policy.

I plan draw evaluative criteria from WHO and UNAIDS documents to evaluate health and
education policy as it applies to young people and prevention education in Japan.

Some of the documents are quite specific in their recommendations, therefore are relatively
easy to draw evaluative criteria from. However, some of the more documents are quite
general, allowing for national variations. Health promotion principles embodied in
WHO/UNAIDS documents are also very general.

Has anyone heard of any work that draws criteria for policy evaluation from documents
produced by the WHO or similar organizations?

Any suggestions on how to approach this would also be appreciated.
