I'm not sure it would be called an "Indigenous Evaluation Method," but I
read a great article which I think might help in some thinking about
qualitative approaches. The subtext is "Using a ruler to measure a sphere".
It talks a lot about the values that cannot be measured by standard
statistical methods. Very compelling. I believe it was published in a
Canadian journal. Will try to get you more soon. (I have the article at
home, not at here work.)
