Hello Ann,

I am very interested in what you are doing - especially how you have
approached the issue.

 In Australia, the community health sector of the health system commenced a
process of developing manuals for community based services to re-orient
health services to becoming health promoting organisations.

The project was launched under the concept of service development/quality
assurance/ improvement.  It has undergone three nation wide reviews with
health staff and consumers.  Originally known as CHASP (Community Health
Accreditation and Standards Program) it is now operated under the Quality
Improvement Council called the Australian Health and Community Services
Standards.

Whilst currently used as a process of self and peer review (it also includes
a process to proceed to accreditation) for the purpose of service
development, it was grounded very very strongly in primary health care
principles which are not only stated in the introduction but actually form
the basis for the development of the standards.  The whole process has been
supported by the production of many resources and training materials. (It
did include a video but this is now several years old).  Although there is a
specific section dealing directly with health promotion, the whole manual is
oriented towards developing a health promoting organisation (e.g. planning
and evaluation, records, training and development, work and its environment,
consumer rights, consumer and community participation, management and
leadership, as well as the service delivery elements so that  health
promotion is integral to the whole structure of the organisation).

I have used the program extensively in this agency both to develop the
