Support or oppose them,  video lottery seems to be a reality in
Ontario. The Ontario  government has put out a paper asking for input on how
to use the "Profits" or revenues from this strategy.  You can find a

The use of gambling profits for charity may provide the opportunity
for communities to form community foundation. These foundations
could recieve the gambling funds and private donations.
The foundation would become a source of ongoing
money to support  initiatives that support "The Public Good".  Over a
period of time these foundations would amass sufficient cash to begin
to influence small markets especially if they worked in concert with
each other.
