 The WHO/Euro evaluation working party which included a substantial
 Canadian and North American element has developed a framework for
 evaluation. They have also produced Recommendations for Policy
 makers: Guidance for |practitioners and shortly a book of peer
 reviewed papers. The recommendations  are available from WHO/Euro
 and also the Centre for Heralth Promotion , The University of
 Toronto. A copy of the practical Guidance is available from me in
