EUROTEAM (Italy) has been pre-selected by the Commission for
establishing Programme Co-ordination  Centres (PCC) in Liberia
particularly in western region (counties of Lofa, Bomi and Cape Mount).

EUROTEAM is looking for 5 long term European experts (with an initial
contract of 12 months over a period of 14 months) as follows :

1 expert in public health (senior or junior)
1 expert in small scale infrastructure (senior)
1 food security specialist (senior) in the agricultural sector
1 socio-economist (junior or senior) with good experience on local
institution strengthening
1 expert in rural development, local community development and income
generation activities (junior or senior)

All experts should have experiences in refugee resettlement,
re-integration of ex-combatants  and local communities project in
Africa. A good working knowledge in English is essential. Experience of
working with NGO and with EDF procedures would be an advantage.

At least one of the experts should have a strong finance and accounts
experience (Finance Manager)and another with experience in training
activities.

The experts main tasks are :

Ø Identify programme priorities and potential implementing partners and
establish delivery mechanisms to assist local communities
Ø Restore basic health services
Ø Improve access to clean water
Ø Increase food security through local food production and targeting of
food aid
Ø Repair schools
Ø Rehabilitate basic infrastructure, in particular access routes
Ø Expand local income generation activities
Ø Survey the assigned geographical territory to assess population
status/size/needs.
Ø Identify priority activities
Ø Evaluate the capacity of local communities, institutions, agencies and
the private sector to implement projects
Ø Present a plan of operations with an assessment of immediate needs,
and short and medium term objectives/projects in each sector and for
each assigned area
Ø For approved project, finalise the negotiations with implementing
partners for the execution of the project under the best conditions
possible
Ø Provide technical back up and support to implementing partners
Ø Manage in an efficient and cost-effective way any Commission funds
entrusted to the micro-projects programme
Ø Manage in an efficient and cost-effective way any equipment allocated
to the Team
Ø Liase with relevant local authorities, donor representatives and
partners
Ø Provide regular reports to the Commission

Local and international NGO and private sector initiatives will be
important implementing partners. Employment creation for ex-combatants
through labour intensive schemes is a major goal.
