I don't know where to address my question, but hopefully someone from this list
can point me to further readings...
As you know, France has just elected a new president. One of the main themes of
the campain has been "insecurity", and of course how to handle it.
And sure enough, the concept of "Zero tolerance" came up as a supposedly
effective means of prevention.
Have there been, to your knowledge, studies to show the effetiveness of such
policies? In New York or in other towns? What are you up to overseas with this
approach? Does it still make sense? Is it still applied?
