I am posting this question on behalf of Nha Le, a community worker in
Edmonton, who is preparing for a university debate on the following issue:

Should financial institutions (ie. banks) be restricted from moving out of
the community?

[Community is referring to areas where there are many low-income families,
single parent households, and/or seniors.  The question is also being raised
for rural areas.]

Nha Le would appreciate any suggestions of magazine/newspaper articles or
other documents with points to back up the affirmative position she is taking.
