PAHO Issues Virtual Disaster Library CD
--------------------------------------------------------
The Pan American Health Organization (PAHO) has issued the
first "Virtual Disaster Library" on CD containing more than 250
complete technical publications on disasters, including
preparedness, mitigation and response.  The CD, which is also
available on PAHO's Internet site, is "a technical information
resource for all individuals and organizations related to
disaster preparedness," said Dr. Claude de Ville de Goyet,
Chief of PAHO's Emergency Preparedness and Disaster Relief
Coordination program.

The new CD-ROM, prepared in collaboration with the Regional
Disaster Information Center in Costa Rica, will be distributed
to hundreds of libraries and organizations, especially in Latin
America and the Caribbean, so that individuals with no access
or limited access to the Internet can obtain information.  It
is also available on PAHO's Internet site and other servers to
ensure wide circulation.

PAHO established its emergency preparedness and disaster relief
coordination program in 1976, in response to requests  from the
countries of Latin America and the Caribbean. Since its
creation, it has worked with Ministries of Health to strengthen
disaster preparedness, disaster mitigation, and support in
disaster response. One of the cornerstones of PAHO's efforts
has been the production and publication of technical
information and disaster training materials such as books,
slides, and videos, and the dissemination and distribution of
this information to all the countries of the Americas at the
lowest possible cost.

"The creation of this Virtual Disaster Library is one more step
in this long journey," said Dr. de Ville de Goyet. Through the
websites of PAHO and the Regional Disaster Information Center,
the complete collection of documents is now available for
people to consult, search, copy or print.  These sites are:

The virtual library contains more than 250 publications, in
English and Spanish, on disaster preparedness, mitigation and
response. Although these are oriented toward the countries of
Latin America and the Caribbean, they are also useful for all
countries worldwide. All the manuals and scientific and
technical publications on disaster preparedness, mitigation and
response in the health sector are included, as are Disaster
Chronicles on major disasters in the Americas and the response
to them, and  guidelines and case studies for training
activities. Numerous books are on line in English and Spanish,
including such titles as: Assessing Needs in the Health Sector
after Floods and Hurricanes; Making Cities Safer Before
Disaster Strikes; The Role of Local Health Personnel and the
Community; Emergency Health Management, Emergency Vector
Control, Environmental Health Management, and Epidemiological
Surveillance after Natural Disasters; Establishing a Mass
Casualty Management System; Health Services Organization in the
Event of Disaster; International Health Relief Assistance - A
Guide for Effective Aid; The Management of Nutritional
Emergencies in Large Populations; Natural Disaster Mitigation
in Drinking Water and Sewerage Systems - Guidelines for
Vulnerability Analysis; Supply Management Project in the
Aftermath of Disasters, and many others. It also includes all
Disaster Preparedness newsletters PAHO has published, in
English and Spanish, since 1979.

The Regional Disaster Information Center for Latin America and
the Caribbean(CRID) is supported by the European Community
Humanitarian Office (ECHO) and PAHO. It gathers and distributes
technical documentation on disaster reduction.

The Pan American Health Organization, which also serves as the
Regional Office for the Americas of the World Health
Organization, works with all the countries of the Americas to
improve the health and raise the living standards of their
peoples.

Information: Basic Salary: $66,615 at single rate; Post

MINIMUM REQUIREMENTS: Education: An environmental engineering
or environmental sciences degree from a recognized university
and a Master's degree in public health or business
administration, or a degree in another environmental health
related profession with a post graduate degree at the doctoral
level.  An advanced degree in one of the social sciences
(economics, sociology, political science, etc.) would be an
asset. Experience:  At national level:  Twelve years of
experience at the senior managerial or executive levels in
public health with responsibility over environmental health
programs and issues cutting across institutional and
geographical boundaries.  At international level: Five years of
experience in the definition,  development, management or
assessment of broad technical cooperation  policies and
strategies to promote and improve public health concerns
involving environmental health issues at the international
level.

Languages: Very good knowledge of English or Spanish with a
working knowledge of the other.  Knowledge of French and/or
Portuguese would be an asset.

MINIMUM REQUIREMENTS: Education: A university degree in a
health related profession and a postgraduate degree to at least
the master's level in public health or epidemiology.  An M.D.
degree or a postgraduate degree in a health related profession
would be an asset. Experience:  At national level: Seven years
of progressively more responsible experience in the area of
disease prevention and control.  This experience should include
the planning, organization, management, implementation and
evaluation of public health programs related to noncommunicable
diseases, research and health promotion.  Experience in public
policy development and clinical prevention would be an asset.
At international level: Two years of participation in technical
cooperation programs and research activities in the
epidemiology of noncommunicable diseases and health promotion
strategies.  Languages: Very good knowledge of Spanish with a
working knowledge of English.
