per Blake Poland's reaction to "privatization" trends,

We are seeing here in the US a consensus across a wide spectrum of
stakeholders a sense that government is simply not an effective,
efficient or appropriate type of organizational structure to develop and
own most health related assets nor is it competent as an operational
entity for deliverying services.

The response is to convert government entities back to governance, with
a "value purchasing" function grounded in quality metrics.  This is
liberating government to assert its interest in procuring "prevention
and promotion".

The real partnering on the delivery side is not public - private so much
as for-profit / non-profit.

A bold new world ... but not to say its a model anyone else such follow.
