On the discussion of what is public health per Dennis Raphael's
statements regarding the proposed Mandatory guidelines for public
health:

I agree with Dennis' outrage ... The approach of defining public health
as a set of issues or priorities is totally misguided, and should be
overturned as a policy paradigm.  Health should no longer be approached
through determinants alone (e.g., nutrition, activity, sanitation, etc.)
but through "situational" understanding and strategies.  All health
situations incorporate health or disease conditions (issues), human
subject / hosting characteristics (definable in individual and
population terms), and sectors of participation / intervention.  With a
synthetic fusion of these three situational dimensions public health
will fail in its calling.
