Tasks & Resources Required 1997–98

I.      Deliverable:    Research/background paper that
examines the role of health promotion within Integrated
Health Systems (IHS).

The Centre has established a Working Group to develop a
strategy for ensuring that health promotion will be an
integral part of Integrated Health Systems (IHS) in Ontario.
One of the key activities of the Working Group is to develop
a research/background paper that examines the role of health
promotion within IHS.  This paper will be approximately 50
pages in length and will include a three page summary.

The main audience for the background paper is the Integrated
Health Systems Program, Health Strategies Group, Ontario
Ministry of Health.  This group is developing a policy
framework and implementation plan for IHS in Ontario
(subject to Cabinet approval).   A secondary audience for
the paper includes health professionals, organizations, and
associations that are developing positions on, or acting
collectively to influence the development of, IHS in
Ontario.

Key Steps and Approaches:

The Centre is requesting mini-proposals from individuals
and/or groups who are interested in serving as the lead
author for the background paper.  The proposals should
include a work plan (that involves the Centre's Working
Group as a key resource and support) and a budget
(volunteers and contributions in kind are also welcome).

It is anticipated that the lead author will need
approximately 20 to 30 workdays to complete the background
paper.  The tentative deadline for the paper is mid summer.


The Centre will "broker" the proposals to potential funders.
 This project is contingent on finding appropriate funding.

The research/background paper will likely include five main
sections:

1.      A brief statement regarding health promotion -- key
definitions, principles, values.

2.      A discussion of which elements of health promotion
represent a good "fit" with IHS and which do not.

3.      Key facts and specific information regarding the
different elements of health promotion that fit within IHS
(i.e., core health promotion services).

4.      Standards and guidelines (e.g., access, governance)

5.      Concrete and topical examples of how health
promotion issues could be addressed consistent with the
above four sections.  These examples should emphasize the
impact of health promotion on health status, utilization of
health care services, and cost avoidance.


II      Deliverable:    IHS Annotated Bibliography

The Centre is requesting mini-proposals from individuals
and/or groups who are interested in developing an annotated
bibliography on Integrated Health Systems.  Many of the
resources for this bibliography have already been collected
by members of the Centre's Working Group.  The mini-proposal
would include a workplan (that involves the Working Group as
a key resource and support) and a budget (volunteers and
contributions in kind are also welcome).


Please indicate your interest in either task by submitting a
CV or resume, two references, and a mini-proposal  (1 page)
that includes a work plan, and a budget by Friday, May 9,
