NEW PAHO REPORT: PROFITS OVER PEOPLE

The new PAHO Report "Profits Over People," shows that transnational
tobacco companies over the last decade have launched deceptive campaigns
in Latin America and the Caribbean regarding the harmful effects of
second-hand smoke and the nature of tobacco company marketing
activities. These campaigns were designed to delay or avoid tobacco
marketing restrictions and restrictions on smoking. The report shows
that the tobacco companies:

-hired scientists throughout Latin America and the Caribbean to
misrepresent the science linking secondhand smoke to serious diseases,
while keeping any connection between these scientists and the tobacco
industry secret;
-designed "youth smoking prevention" campaigns and programs primarily as
public relations exercises aimed at deterring meaningful regulation of
tobacco marketing;
-had detailed knowledge of smuggling networks and markets and actively
sought to increase their share of the illegal market by structuring
marketing campaigns and distribution routes around it; and
-enjoyed access to key government officials and succeeded in weakening
or killing tobacco control legislation in a number of countries.

NEW PAHO REPORT: PARTNERSHIPS FOR BETTER HEALTH IN THE AMERICAS

PAHO's ability to promote health has been strengthened through effective
cooperation with its Member States. Fostering and establishing
partnerships has enabled PAHO to reach many people throughout the
Americas. These partnerships have resulted in a number of important
accomplishments and play a vital role in achieving health for all. To
honour PAHO's centennial in December 2002, the W.K. Kellogg Foundation
generously provided funding for the production of the publication
"Partnerships for Better Health in the Americas." The report reviews
PAHO's experiences in health cooperation with UN agencies, bilateral and
multilateral partners, philanthropic foundations and other civil society
organizations. It also discusses global trends in health development
cooperation and PAHO's strategic priorities for 2003-2007.  For more

HEALTH IS A HUMAN RIGHT: WHAT ABOUT EQUITY?

Health is a human right.  For PAHO, the right to health is directly
related to the issue of equity.  "It is impossible to discuss modern
health care without equity appearing as a priority subject," said Dr.
Abraam Sonis, winner of PAHO's Abraham Horwitz Award for Inter-American
Health. "And where it does not appear, without doubt it has been ignored
deliberately."  When discussing equity, there is a risk of dealing with
the subject in idealistic terms and losing sight of the concrete terms
to which it alludes. PAHO orients its activities toward the most
vulnerable groups: mothers and children, workers, the poor, elderly and
refugees and displaced people. It focuses on equity for those who lack

PRIMARY HEALTH CARE IN THE AMERICAS: CONCEPTUAL FRAMEWORK, EXPERIENCES,
CHALLENGES AND PERSPECTIVES

The new PAHO document "Primary Health Care in the Americas: Conceptual
Framework, Experiences, Challenges and Perspectives" will be useful as a
guide for practitioners, educators and researchers who are interested in
health issues and are involved in decision-making and policy development
for institutions and programs providing health care services. It is a
review of literature reflecting the models of care used for practice,

PAHO JOB OPENING: HEALTH SYSTEMS AND SERVICES ADVISOR IN GEORGETOWN,
GUYANA

PAHO is seeking a Health Systems and Services Advisor for its station in
Georgetown, Guyana.  Among other duties, the Advisor will provide
technical cooperation to the Ministry of Health and other institutions
of the national health system; assist in the development and
implementation of prevention programs and health services for the
control of communicable and noncommunicable diseases; and develop
standards, guidelines, and procedures for the organization, operation,
