The Inter-American Development Bank, the largest and leading source of 
financing for regional development in Latin America and the Caribbean, 
is hiring an Indigenous Peoples Senior Associate for the Gender and 
Diversity Division (GDI). GDI was created in 2007 with the mission to 
promote gender equality and development with identity for indigenous 
peoples and African descendants in the Latin America and Caribbean 
region through technical assistance, loans and training. The Gender and 
Diversity Division seeks a professional with technical knowledge to work 
as an Indigenous Peoples Senior Associate in the Bank's Headquarters in 
Washington, or a representation office in Latin America.

The Indigenous Peoples Senior Associate is a subject matter expert with 
analytical and operational experience working with indigenous peoples in 
at least one of the following priority areas outlined in the Gender and 
Diversity Sector Framework Document: (i) access to quality human capital 
and infrastructure services through the provision of bilingual or 
inter-cultural education and health services with attention to cultural 
appropriateness; or (ii) conservation of biodiversity in indigenous 
territories to reinforce the ability of indigenous peoples to adapt to 
the effects of climate change and improve self-governance.

The Indigenous Peoples Senior Associate will work to strengthen the 
pipeline of operations, contribute to analytical work that advances a 
development with identity agenda, and provide technical assistance and 
mainstreaming support to other divisions.

*Key Responsibilities:*

  * Contribute to the generation of knowledge on indigenous peoples in
    core sectors identified in the Gender and Diversity Sector Framework
    Document.
  * Support the preparation of new operations by leading stand-alone
    technical assistance and loan operations and providing technical
    assistance for mainstreaming of indigenous issues in other IDB loan
    projects.
  * Participate in the supervision of projects in execution that promote
    the development with identity of indigenous peoples.

Qualifications

*Education:* Candidates must hold an advanced degree (M.A. or 
equivalent) in Anthropology, Biology, Ecology, Economics, Education, 
Health Policy, Medicine, or Public Policy.

*Experience*: A minimum of three (3) years of relevant experience in 
project design and applied research required. Experience designing and 
executing projects in Latin America is expected. Significant experience 
working with Latin American indigenous peoples is required; some 
knowledge of rural African descendant communities desirable. Experience 
in at least one of the following fields is required: biodiversity, 
ecology, education, health, or applied anthropology. Knowledge of 
demography, economics, development planning and policy is highly desirable.

*Language:* Oral and written fluency in English and Spanish. Fluency in 
a Latin American indigenous language is highly desirable.

*Technical Competencies *

 1. *Technical Sector Dialogue: *Engages in policy dialogue based on
    solid knowledge of the sector, development challenges of client
    countries, and IDB policies, strategies and guidelines.
 2. *Sector Development : *Takes actions to promote sector priorities
    based on country and regional needs and key IDB priorities.
 3. *Economic and Sector Work : *Develops and applies economic and/or
    sector analytic work to support the preparation of country, sector
    and regional strategies and country dialogue, loan operations and
    technical assistance programs.
 4. *Project Analysis and Design: *Conceptualizes, prepares and
    participates in the approval of projects and programs (loans and
    technical cooperation), in coordination with other team members and
    the respective authorities.
 5. *Change Management: *Formulates and implements integrated change
    proposals to contribute to sector modernization and transformation
    in borrowing countries.
 6. *Project Supervision: *Effectively supports the execution of
    projects and programs to maximize their results.
 7. *Monitoring and Evaluation: *Designs and implements effective
    monitoring and evaluation methodologies for projects and programs.
 8. *Knowledge Management and Dissemination: *Effectively shares and
    disseminates economic/sector knowledge and learning experience to
    enhance the relevance of the IDB to borrowing countries and the region.

*Core Competencies *

    Bank’s expectations for ethical behavior.
