Mission to Armenia: Health Planning and Administration Project
---------------------------------------------------------------
The Health Planning and Administration Project in Armenia is a
project of the Canadian Armenian Medical Relief Committee of
Ontario (CAMRCO) supported by the Canadian International Development
Agency.  The Canadian Society for International Health is serving
as the secretariat for CAMRCO, providing expertise in implementing
health reform-related projects.

Project Outline:   During the course of the project, March 1996 to
June 1997, there will be 6 placements of Armenian health professionals

to a variety of settings in Canada.  Of these placements, two will
focus on primary health care, two will focus on health economics
and policy, and two will focus on an area to be determined through
consultation with the Armenian Ministry of Health.  Each of the
placements will be of three months duration.

The first phase of the project involves sending a two person mission
to Armenia.  The anticipated time of the mission is the week of
May 20.  One member of the team will be Mr. Hrant Bardakjian, from
CAMRCO. We are currently seeking the second member of this team.

Objective of the Mission:  To meet with officials in the Armenian
health system and establish with the Deputy Minister of Health the
flow of activities for the balance of the project.

Candidate Requirements:

Experience in development work; Experience in the area of health
reform;
Knowledge of and experience in accreditation processes and licensing
procedures; Experience in the area of health information systems;
Primary health care experience; Management expertise;
Solid knowledge of the Canadian health care system

The ability to communicate in Armenian and\or Russian would be an
asset.

Basic Salary:  $45,413 at single rate, $48,824 with primary

Hardship/Mobility:  $2,030 at single rate, $2,706 with
primary dependents (per annum net of taxes)

Minimum requirements:
Education:  A medical degree with postgraduate training to the
master’s degree level in public health, epidemiology, health services
administration, or a field related to public health.
Experience:  At national level:  Seven years of experience in
activities related to public health, the planning and administration
of health care objectives, the prevention and control of specific
diseases, health promotion, primary care programs, SILOS’ organization
and development, control of health service systems, information
systems, development and training, and/or applied research in health
services and/or prevention and promotion programs.
At international level:  Two years of experience in technical
cooperation activities related to strategic and regulatory planning,
monitoring, evaluation, administration, information systems
development, and training and/or research in health services and/or
promotion and prevention services.

Languages:  Very good knowledge of Spanish with a working knowledge of
English.

Basic Salary:  $38,291 at single rate, $40,997 staff member
with primary dependant (per annum net of taxes)

Post Adjustment: $11,334 at single rate, $12,135 staff
member with primary dependant (per annum net of taxes)

Minimum requirements:
Education:  A bachelor’s degree in computer science, systems
engineering, engineering, mathematics, business administration, or a
field related to systems analysis and software development.  A
master’s degree would be an asset.
Experience:  Seven years of experience in the application of
management and information processing techniques to the solution of
complex administrative systems problems, including at least two years
supervising the successful design and implementation of LAN-based,
multi-user computer and database projects, at least four years as a
programmer of major administrative systems, and at least two years
with Windows and Object-Oriented programming.

Languages:  Very good knowledge of English with a working knowledge of
Spanish.
