Health Promotion Information Centre

Job Postings


The federal government is developing a Canadian health information
system to facilitate improved access to health information. A
significant element of this undertaking is a Health Promotion
Information Centre, which will provide access to a range of health
information to both health professionals and the general public across
the country in both official languages. The services will be provided
through a national World Wide Web site, a targeted call centre,
interactive voice response (IVR) and fax-back service.


We are bringing together a team of individuals to be part of the
creation of this innovative service. Their work will be dedicated to
supporting
Canadians in making !healthy choices for improving their lives and their
communities.

The attached job descriptions outline the positions for which we are
currently recruiting and the skills and experience we are seeking.
These positions will be based in the Toronto offices of the Centre.

EXECUTIVE DIRECTOR

Closing Date: May 1, 1998
Location:  Toronto, Ontario

Working with Health Canada and the governing body, the Executive
Director faces the exciting challenge of developing the strategies and
building the team that will fulfill the Centre's vision and values. The
Executive Director is responsible for the strategic and overall
operations of the project, ensuring goals, objectives and service
standards are met. Reporting to the Board of Directors, the Executive
Director will drive strategy development and implementation, and provide
group leadership and mentoring to the three core teams of the Centre.
Working closely with Health Canada, Partnership and Marketing Division
(HC-PMD), the Executive Director will develop and implement a
comprehensive and targeted marketing and communications strategy
designed to reach client groups and other stakeholders in the
government, non-profit and  private sectors.

You must be a visionary with a commitment to the field of health
promotion. You are energetic, collaborative and driven by values
consistent with those of the Centre, and you have acquired:
-proven leadership in a complex, dynamic and multidisciplinary team
environment
-at least 10 years progressive management / leadership experience in
health promotion, public policy, community development and/or related
field
-knowledge of public health, population health, health promotion
resources and networks
-the ability to establish and nurture relationships at a variety of
levels and collaborate with government, profit, non-profit and private
sectors
-an advanced degree in any of public policy, health or business
administration, non-profit management or related field
-experience in launching new initiatives

BUSINESS MANAGER

One-year Renewable Contract

The Business Manager will oversee the activities related to the Centre's
business processes including accounting, finance, human resources
management, contract management, evaluation and workload management. The
Business Manager will provide planning support across the organization
and champion Centre-wide process improvement initiatives. This will
include determining resource requirements and managing special projects;
usually involving data collection and analysis. The Manager will
facilitate effective communication between the three core teams of the
project and support the achievement of goals, objectives and service
standards.

You must have exceptional project management and team-building skills
with:
-demonstrated ability to manage multiple projects in a complex
environment
-excellent analytical, negotiation, financial management, presentation,
communication and customer service skills
-graduate degree in health or business administration with a minimum of
5 years related experience
-proven ability in designing and implementing process changes that

COMMUNICATIONS / CALL CENTRE DEVELOPMENT TEAM LEADER

The Communications Development Team Leader will work closely with the
Executive Director, Business Manager, Information Systems and Resource
Development Team Leaders. This core leadership group will develop key
strategies for the Centre and foster a highly-responsive, dynamic team
environment. The Communications Development Team Leader will oversee all
processes and functions related to the public interface of the Centre.
The focus will be on providing health information to the public and
health professionals via the World Wide Web site, a targeted call
centre, interactive voice response (IVR) and fax-back capabilities. The
Team Leader will be responsible for business results related to service
quality, cost, productivity and reporting and develop a full range of
communications services to ensure that the Centre is responsive to
consumer demand in an effective and timely way. He/she will also support
database development activities by participating in information exchange
with health promotion provider organizations across the country.

You are a highly motivated, results-oriented team leader with:
-3-5 years of progressive management experience in a client-based,
high-volume public demand environment, preferably a call centre
environment
-knowledge of community and consumer health issues and resource networks

ACD ADMINISTRATOR

The ACD (Automatic Call Distribution) Administrator is responsible for
all aspects of internal network training and support. This will include:
terminals, local area networks, voice and data communications;
programming on telephone equipment incorporating vendor offerings
(centrex, etc); and voice mail and voice communication systems. The ACD
Administrator is responsible for system programming, troubleshooting and
system management within technical services. The ACD Administrator
manages the scheduling of call centre staff and makes recommendations
about service parameters for responding efficiently to call centre
volumes.

You have a keen interest in overseeing the ACD technology in a centre
dedicated to improving access to health information for Canadians. You
have acquired:
-excellent knowledge of ACD systems and vendors and ability to assess
suitability of systems to operational needs
-ACD operational experience including queue management, trunks,
overflow, call routing, recorded announcements, skill
mapping/skill-based routing, ANI, DNIS, CTI, etc.
-experience with ACD  reports; knowledgeable in assessing service level
and determining factors, and other key measures of performance such as
talk time, abandonment rates, work time, schedule adherence
-experience with work force management and related software,
specifically forecasting and scheduling

The Information Consultants will be members of the Communications / Call
Centre Development Team and the Resource Development Team. As a member
of the Communications Team, they will handle incoming calls on
health-related issues, assess client inquiries and respond to each in
the most appropriate way, both electronically and by phone. They will
respond to issues of a health promotion nature with relevant fact
sheets, basic information and/or referrals. As members of the Resource
Development Team, they will play a vital role in the development of the
Centre's health promotion database by creating and adding data records,
participating in data collection and information exchange, and liaising
with partner organizations for same. In conjunction with a Senior
Information Consultant, the Information Consultant will develop
extensive knowledge and expertise in designated population and/or
regional groups.

You have a keen interest in working with the public and health
professionals to advance health promotion knowledge and you have
developed and/ or acquired:
-strong communication skills; oral and written
-exceptional interpersonal and problem-solving skills

The Senior Information Consultant is responsible for developing,
managing and maintaining information resources for the Centre and is a
member of both the Communications Development and Resource Development
Teams. As a member of the Communications Development Team, the Senior
Information Specialist consults with individuals and organizations to
identify strategies and resources in relation to their health promotion
information needs. They will respond to complex questions of a health
promotion nature and monitor and communicate major trends in
health-related inquiries. As a member of the Resource Development Team,
the Senior Information Consultant will: develop networks of information
providers to respond to emerging information needs; liaise with partner
organizations for data collection and information exchange; maintain the
currency of information; supervise and monitor quality of information;
and assist in the development of indexing database vocabulary in both
official languages. The Senior Information Consultant will  provide
leadership to a team of Information Consultants in designated areas of
population and/or regional specialty areas and work with them to achieve
targets for record creation in the database.

You have a keen interest in leading a team of health information
providers and advancing the field of health promotion. You have
acquired:
-knowledge of community and consumer health issues
-advanced degree in health promotion or information service provision
-excellent communication and problem-solving skills

The Resource Development Team Leader will work closely with the
Executive Director, Business Manager, Information Systems and
Communications Development Team Leaders. This core leadership group will
develop key strategies for the organization and foster a
highly-responsive, dynamic team environment. The Resource Development
Team Leader will drive all processes related to developing and
maintaining the health promotion database. He/she will structure and
develop the mechanisms for connecting the Centre with other health
information providers, i.e. network mapping. This will include:
developing instruments to identify partner health information providers
and qualify information; responding to emerging needs; and managing the
database of information resources. The Resource Development Team Leader
will maintain and expand the health promotion network by ensuring
effective liaison across information provider organizations,
establishing contacts, and facilitating and maintaining key
partnerships.

You must be a highly-motivated, results-oriented team leader with:
-training in library / information science at post-graduate level;
management experience in a similar setting with thorough knowledge of
information storage and retrieval systems
-knowledge of health promotion field and community and consumer health
issues
-experience in training, mentoring and coaching in a dynamic, complex
team setting
-ability to initiate, establish and maintain positive relationships
-experience in survey design and data collection for same

The Database Content Developers will support the Resource Development
Team by creating and maintaining abstracts. They will support the
continual updating and accessibility / retrievability of bilingual
computerized databases and other information resources. They will mentor
and consult on data record entry and establish bibliographic
description, subject indexing vocabularies, policies and procedures.

You are interested in working with a health promotion team to ensure the
validity and reliability of a national health promotion database and
have the following;
-education and training in library techniques
-excellent organizational and analytical skills
-exceptional writing skills
-accuracy in and attention to detail
-ability to organize and disseminate information clearly and concisely
-ability to seek out information quickly and efficiently

The IS Team Leader will work closely with the Executive Director,
Business Manager, Resource Development and Communications Development
Team Leaders. This core leadership group will develop key strategies for
the organization and foster a highly-responsive, dynamic team
environment. The IS Team Leader will be responsible for the development
and ongoing management of the Centre's information systems. This
challenging opportunity includes the integration of the social and
technical components; coordinating development with partner
organizations; establishing training and support services for internal
staff, internal and  external collaborating organizations; ensuring that
information system components support service offerings and capacity;
supervise internal system development staff; coordinate development
activities with external site management, content and design
contractors; and ensure 7x24 operation of system software, hardware and
carrier components. The IS Team Leader will also coordinate voice and
data communications issues and protocols.

You must be a proactive, results-oriented team leader with:
-excellent knowledge of information system development and management
-a broad base of operational experience in computer and communications
technologies
-an advanced degree in one of the following areas: Information or
Computer Science, Information Studies, Business Administration (System
Management Focus)
-skills in leading and managing all aspects of the system side of
operations

The Systems Analyst will be responsible for crafting information
technology solutions that achieve strategic business solutions for a
7x24 operation of system software, hardware and carrier components and a
5x12 operational call centre. The analyst will provide leadership for
the development, maintenance and review of an information system that
addresses present issues and future trends in the Centre's networking
and service delivery functions. The Systems Analyst will promote a
participatory design environment with all staff and user components and
design real-time trend analysis reporting for the call centre, voice and
web-based services.

You have an interest in the architecture of technology with the
following:
-strong technical knowledge and the desire to work with and lead
business functions
-experience with client-server applications: MSQL, IIS, ASP, NT, dynamic
website programming, Microsoft Office, Outlook/Exchange
-strong technical background in systems integration, computer hardware,
operating systems and software applications; with experience in a
user/client orientation with dynamic interface
-excellent communication and interpersonal skills
-excellent knowledge of information system development and management

The Systems Operator is responsible for the ongoing maintenance and
operations of the computer and communications systems of the Centre in a
7x24 operation of system software, hardware and carrier components and a
5x12 operational call centre. The Systems Operator will: maintain,
customize, configure, enhance and provide client support for the
Centre's technology operations; support computer systems to maintain
uninterrupted workflow, system integrity and system security; provide
user support across the organization; and administer the Centre's LAN.

You are interested in supporting the communication and computer systems
of a health promotion information centre and posses the following:
-post-secondary education in computer science and/or equivalent systems
work experience
-excellent knowledge of information system development and management
-experience in a user/client orientation with dynamic interface
